It is lovely to see. Fagner is with his family – lots of family, mostly wearing that famous yellow kit – but standing apart, listening to the names being announced, one by one, on television. If he looks nervous it is understandable bearing in mind his whole career, at the age of 28, has brought him only four caps. He has clearly not had any advance warning. And then, finally, it is his name read out and, amid the screams and the hugs, we see what it means for a footballer to be selected for this tournament.

The optimistic tone of the UK Sport hierarchy as they presented the results of what they called a “culture health check” has rarely been heard over the last two years as they lurched from one duty-of-care crisis to another.

Barely a corner of the system has been left untouched by allegations of bullying, discrimination and favouritism – from cycling to gymnastics, canoeing and bobsleigh, to mention just a few. IBN to publish DFS notice for metro rail today

Kathmandu, May 16

The Investment Board Nepal (IBN) has said that it will publish a notice seeking expression of interest (EoI) to conduct the detailed feasibility study (DFS) of the Nagdhunga-Koteshwor-Dhulikhel metro rail project on Thursday.

The 21-day notice will be open for all interested national and international companies.

“We will publish a global tender calling on interested parties to submit EoI for Route Number 2 of the metro rail project,” said Maha Prasad Adhikari, CEO of IBN.

Route Number 2 of the metro rail project comprises Nagdhunga-Kalanki-Koteshwor areas of Kathmandu Valley and Dhulikhel of Kavre district and will be 37 kilometres long. The preliminary study of the project was jointly prepared by the Department of Railways and Japan International Cooperation Agency (JICA).

The government had directed IBN to prepare the DFS of the metro rail project of the Nagdhunga-Kalanki-Koteshwor-Dhulikhel section (Route Number 2), on April 30.

“We will follow a transparent bidding process and Public Procurement Act to award the contract for the DFS,” Adhikari stated, adding that IBN will select a company within six months.

He further said that the metro rail will be operated under the public-private partnership (PPP) model and IBN will select a company that also has experience of building projects under the aforementioned model.

The 30th executive meeting of the IBN held under the leadership of Prime Minister KP Sharma Oli, who is also the chairman of IBN, mandated the IBN to conduct DFS for the proposed Route Number 2 of the Kathmandu Valley Metro Rail Project last month.

The shortlisted firm will be given a deadline of 15 months to complete the DFS. “We will select an experienced and technically and economically viable company to prepare the feasibility report of the project,” said Adhikari.

The proposed Route Number 1 of the Kathmandu Valley Metro Rail Project comprises the Budhanilkantha-Satdobato-Khokana sector.

“The DFS will suggest the engineering and investment model of the project and after that the detailed project report (DPR) will spell out the actual cost and time that will be required to build the project,” Adhikari informed.

IBN believes that the metro rail will sharply reduce the increasing problems of traffic congestion and pollution in the Valley.

Blueair, the world’s pioneer air purification solution, has launched indoor air purifiers of various price range in Nepali market today.

Blueair, owned by multinational Unilever, believes that sales will pick up along with their awareness campaign on air quality. Blueair has planned to launch a campaign on air quality and to establish air purifier as an essential commodity like how water purifiers have become these days.

“A few years ago, people used to drink water directly from the tap or boil it before consuming. However, along with awareness, people started using water purifiers, which have become one of the most essential commodities now,” said TR Ganesh, general manager of Blueair MiddleEast that looks after the Middle East and South Asian markets.

Blueair decided to launch the product in Nepal as the country’s ranking in air quality index is poor. “People normally think that the outdoor air is bad, but not many people know that air indoors can be 10 times worse,” he said. “This is because contained areas enable potential pollutants to build up more than open spaces do.”

Blueair air purifiers were already being supplied to the diplomatic missions in Nepal. Seeing the scope of the product in the Nepali market, the company decided to officially launch its products here.

Get Ahead Trading has been appointed the authorised dealer of the product, which will appoint sub-dealers mainly in urban areas first. Blueair has planned to launch its product range in Bangladesh after Nepal in the South Asian market.

The price of 20 types of air purifiers launched by the Blueair ranges from $150 to $2,000, depending on its size, and the appropriate product can be determined by the room size. The cheapest air purifier is for 18-square- metre room, while costliest is for 120 square metres, as per Ganesh, who joined Blueair after Unilever acquired the Sweden-based company in 2016.

With presence in over 75 countries, Blueair claims to have a huge customer base in China, United States, South Korea, Japan and India.

13.46pc growth in international arrivals

The country received 387,568 tourists in the first four months of 2018 via air routes.

According to Nepal Tourism Board, tourist arrivals surged by 45,993 or 13.46 per cent compared to the same period of 2017. Nepal had received a total of 341,575 international visitors in the first four months of 2017.

NTB has said it expects the flow of international tourists to cross one million by the end of 2018 if the country is able to maintain the momentum of the first quadrimester.

It terms of flow of tourists, China ranked at the top with 53,528 Chinese tourists coming to Nepal in the first four months. It was followed by India, United States, United Kingdom and Thailand.

A total of 50,745 Indian tourists visited Nepal via air route in the review period.

Likewise, the US was the third largest contributor in terms of number of international visitors to Nepal, with 29,550 US passport holders visiting Nepal between January and April.

Similarly, visitors from UK stood at 21,950 and 21,495 Thai tourists visited Nepal in the same period.

Tourist arrival from other South Asian countries, apart from India, also picked up.

As per NTB, a total of 18,166 tourists from Sri Lanka and 10,945 tourists from Bangladesh visited the country.

Tourist arrival from Sri Lanka was better than arrivals from Germany and Australia. A total of 13,442 German nationals and 12,628 Australians visited Nepal.

Govt in no mood to unfreeze bank accounts of transport bodies

The government seems to be in no mood to unfreeze bank accounts of transport bodies — transport committees and associations — any time soon.

The government had suspended the accounts a few weeks back on the charge that the transport bodies were backing the syndicate system in the public transportation industry.

Acting even stricter towards such anti-competitive practices that prevailed in the public transportation sector, a meeting of Minister for Home Affairs Ram Bahadur Thapa, Minister for Physical Infrastructure and Transport Raghubir Mahaseth, Nepal Rastra Bank’s Governor Chiranjibi Nepal and other concerned agencies on Tuesday evening decided to suspend bank accounts of all remaining transport bodies and start probing their properties.

Earlier, the Ministry of Finance had directed Nepal Rastra Bank (NRB) to freeze bank accounts of 245 transport bodies that were against the decision of the government to end the transport syndicate.

The meeting has also asked the Department of Transport Management (DoTM) to furnish details of all other transport bodies and submit them to the Ministry of Finance (MoF).

“Hundreds of transport bodies are avoiding paying government taxes though they are earning huge amounts of money. Thus, probe into all movable and immovable properties of transport bodies is justifiable,” said an official at the DoTM, seeking anonymity.

Though registered at the District Administration Offices (DAOs) as non-profit organisations, these transport bodies have been making transactions worth billions of rupees every year. However, they do not fall under income tax net of the government.

As the government has already announced it will not renew registration of such transport bodies, making it mandatory for them to register as companies, the end of the transport syndicate is expected to bring billions of rupees under the tax net.

DoTM officials informed that the bank accounts of transport bodies might be unfrozen after the government’s probe into their property is completed.

Meanwhile, MoF officials have already clarified that bank accounts of transport bodies will be unfrozen only after a joint recommendation for the same from the Ministry of Physical Infrastructure and Transport and Ministry of Home Affairs, which is unlikely in the near future.

However, Saroj Sitaula, general secretary of the Federation of Nepalese National Transport Entrepreneurs, insisted that the government should unfreeze bank accounts of all transport bodies as they have already agreed to support the government’s move to end transportation syndicate.

Pvt sector for scaling up production base

As the government is busy framing the new fiscal policy and is preparing to table the 2018-19 fiscal budget in the Parliament on May 29 as required by the Constitution, the private sector is expecting the new fiscal policy to integrate agendas that will boost the country’s production base.

Talking to The Himalayan Times, leaders of Federation of Nepalese Chambers of Commerce and Industry (FNCCI), Confederation of Nepalese Industries (CNI) and Nepal Chamber of Commerce (NCC) — the three bodies representing the country’s private sector — said that it is only through enhancing the production sector that Nepal can achieve its development and prosperity goals.

“Nepal’s open import policies have made it difficult for the country to strengthen its own production base. Thus, it is high time for the government to regulate imports and boost production in a bid to make Nepal’s economy competitive,” said Hari Bhakta Sharma, president of CNI.

Sharma suggested revisiting duty structure, incentives, business-related laws and policies and forming a separate import regulatory body to boost the morale of investors in the production sector.

“Expectations are high with this government. The government should be bold enough to introduce policies through the budget that are investment-friendly,” added Sharma.

Shekhar Golchha, senior vice-president of FNCCI, said that the fiscal budget for 2018-19 should primarily incorporate agendas that encourage the private sector to make investments in production sector.

“There is an urgent need to reform the country’s banking sector as the sector lacks capacity to support the growth projections of the economy. Similarly, the budget should address the problem related to stability of interest rates on loans in the banking
sector,” said Golchha.

As per him, contextualising all business-related policies and laws, endorsing the new Labour Act and Foreign Investment and Technology Transfer Act (FITTA) at the earliest, rectifying the duties on different products and services and adopting scientific ways of inspecting market anomalies are other crucial factors for drawing in investment in production sector.

Similarly, Rajesh Kazi Shrestha, president of NCC, said that the new fiscal policy should focus on effective ways to achieve double-digit economic growth and the Sustainable Development Goals (SDGs).

“However, these targets can be met only if the government introduces programmes and policies that boost the country’s production base, increase exports and generate employment opportunities,” said Shrestha, adding that the government should ensure that the new budget incorporatessuggestions of the private sector.

All three private sector representing bodies are preparing to hand over their suggestion papers to the government regarding budget formulation within this week.

Griezmann owed it to coach Simeone to win Europa League

LYON: Striker Antoine Griezmann figured he owed it to coach Diego Simeone to win the Europa League with Atletico Madrid.

He did so in style, scoring two expertly-taken goals as Atletico won the trophy for the third time with a 3-0 victory against Marseille in Wednesday’s final.

Griezmann’s decisive contribution helped erase bitter memories of 2016, when he missed a second-half penalty in Atletico’s Champions League final loss to Real Madrid.

“It was a dream of mine to win this trophy with my teammates and with Simeone,” the France forward said. “Simeone has taught me a lot. He’s made me into a better player and one of the best in the world. I hope I can continue to win more trophies.”

Maybe not with Atletico.

His goals might end up being the parting gift, considering Griezmann has been increasingly linked with a move to Barcelona.

“I don’t think it’s the time to talk about my future,” Griezmann said. “I want to enjoy the moment. I want to enjoy this with the fans.”

Marseille’s fans made the three-hour road trip home regretting what might have been if striker Valere Germain had converted a third-minute chance.

“We missed our chance. You can’t fall behind against a team like Atletico,” Marseille coach Rudi Garcia said. “In the second half they raised their level and the best team won.”

Marseille was going for a second European trophy, 25 years after winning the Champions League, but ultimately had no answer to Griezmann’s mobility and finishing. Captain Gabi capped off Atletico’s victory with a fine finish in the last minute after being set up by Koke.

“It’s about more than a trophy,” Simeone said. “It represents the value of hard work, a steady hand and consistency, values to be successful in life.”

Several Marseille players were in tears at fulltime, undone by a player who was rejected by several French clubs as a youth because of his diminutive stature.

“This is a reward for me after I left home aged 14, for all the work I have put in, the suffering,” Griezmann said. “There has been joy and sadness, but I am so happy.”

Griezmann slotting coolly into the bottom left corner in the 21st minute after being set up by midfielder Gabi’s first-time pass. Marseille’s woeful defending contributed, as midfielder Zambo Anguissa failed to control a casual pass out from goalkeeper Steve Mandanda and the loose ball bounced straight to Gabi.

Four minutes into the second half, Griezmann started and finished the move for his second.

He athletically won a high ball in midfield and quickly swapped passes with Koke before gliding into the penalty area unchallenged and clipping the ball over the onrushing Mandanda.

He celebrated both goals with an energetic celebratory dance from popular video game Fortnite.

Marseille, which lost finals at this level in 1999 and 2004, began with urgency, but Germain shot over after being played clear through on goal by Dimitri Payet’s slick pass. Adil Rami shot wide moments later as Marseille’s positive start upset Atletico’s rhythm.

The French club’s hopes faded after Payet went off injured in the 31st with what appeared to be a thigh injury.

Marseille fans were given a first-half warning over the stadium speakers to stop letting off flares and firecrackers or the game would be stopped. They carried on anyway, and so did the game, with sections of the stadium cloaked in thick pyrotechnic smoke.

But nothing could disguise Atletico’s vast superiority, as it added to its Europa League trophies from 2010 and 2012. It also lost another Champions League final to Real Madrid in 2014 and the gulf in experience was evident.

Atletico took Griezmann off in the final moments to give veteran forward Fernando Torres a send-off, as he came on to a huge ovation from the red-and-white horde of Atletico fans. The 34-year-old Torres is leaving at the end of the season, and raised the trophy aloft with his right hand in front of adoring fans who nicknamed him “The Kid” when he started his career in 2000.

Tenzing-Hillary Everest Marathon set for May 29

Himalayan Expedition is organising the 15th Tenzing-Hillary Everest Marathon in Khumbu region on May 29.

The event will feature three events — full marathon of 41.195km, ultra marathon of 60km and half marathon of 21km, informed the organisers at a press meet today.

The full marathon will have open, women and foreigners categories. The top three finishers in open category will take home Rs 200,000,
Rs 100,000 and Rs 75,000, while the top three athletes in women category will get Rs 100,000, Rs 75,000 and Rs 50,000 respectively.

First, second and third finishers in foreigners section will earn Rs 50,000, Rs 35,000 and Rs 25,000 respectively.

Likewise, top three athletes in ultra marathon will get cash purse of Rs 100,000, Rs 75,000 and Rs 50,000 respectively, while half marathon winners will get Rs 50,000, Rs 35,000 and Rs 25,000 respectively.

The full marathon and ultra marathon will start from the Everest Base Camp at the altitude of 5,400m and end at Namche Bazaar, at the altitude of 3440m.

Half Marathon will begin from Dingboche (altitude 4410m) and end at Namche Bazaar.
