Kathmandu, May 15

The government is preparing to raise customs duty on rice, especially branded rice that comparatively costs higher in the domestic market. The Ministry of Agriculture, Land Management and Cooperatives has recommended to the Ministry of Finance to raise customs duty on imported (branded) rice by 10 per cent to 15 per cent through the upcoming budget for the fiscal 2018-19.

The government currently levies five per cent import duty on rice.

According to MoALMC officials, it has recommend that MoF raise customs duty to this effect on rice with grains above seven millimetres in size.

By increasing import duty on such rice, the government intends to promote Nepali rice over foreign brands.

Despite being an agricultural nation with production of paddy increasing in recent years, Nepal has to import huge volumes of rice every year.

In 2016-17, the country imported rice worth more than Rs 24 billion and the import bill of rice is expected to exceed that in the ongoing fiscal. “The plan is to increase import tax only on branded rice and not on normal rice, which is in high demand in the domestic market. This ensures that normal customers will not be affected despite increment in import taxes,” said an official at MoALMC. He added that the government also planned to bring down import duty on rice with grains below seven millimetres in size, the consumption of which is high in the country.

However, officials at MoF hastened to add that the proposal of MoALMC to raise import duty on certain rice brands would be examined thoroughly before any decision was taken.

Consumer rights activists too opined that hiking customs duty on rice was necessary not only to substitute import and promote Nepali agricultural production, but also to discourage the increasing trend of Indian traders exporting Nepali rice under their own brand name.

“Our inspections at customs points have revealed that Indian traders first import Nepali paddy and rice as they are cheaper compared to Indian products and then export them to the Nepali market under an Indian brand name,” said Madhav Timalsina, president of Consumers’ Right Investigation Forum. He added that higher customs duty on imported rice will ultimately increase the demand for Nepali rice and boost production of paddy in the country.

Messi told TyC Sports on Tuesday that “it would be terrible, for all that Ney means to Barcelona.”

He added that “it is OK that he went the way he did, he won an important title here, he won the Champions League, won the Spanish league. But to end in Real Madrid would be a hard blow for us and for Barcelona fans.”

Neymar, who is recovering from a foot surgery after an injury in February, left Barcelona last summer after Paris Saint-Germain paid a record transfer fee of 222 million euros. But he has been linked with a move to Madrid this summer after just one year in France.

KOLKATA: Spinner Kuldeep Yadav grabbed 4-20 and earned Kolkata Knight Riders an important six-wicket victory over Rajasthan Royals in the Indian Premier League on Tuesday.

Yadav, a left-arm spinner, mopped up the top order with a wicket in each of his four overs to bowl out Rajasthan for 142 in 19 overs.

Opener Chris Lynn then anchored Kolkata to 144-4 with 45 off 42 balls, putting match-winning 48-run partnership with captain Dinesh Karthik, who made an unbeaten 31.

Kolkata stayed in the No. 3 spot with 14 points and will meet Sunrisers Hyderabad in its last league match.

“They started off brilliantly but it shows our character. When we got a chance in the game, we didn’t let go,” Karthik said. “He’s (Kuldeep Yadav) an international quality player … sometimes he slacks off, bowls a bad ball, trying too much so I’m just trying to make him do as well as he can and stay consistent.”

Rajasthan is at No. 4 with 12 points and will take on Royal Challengers Bangalore in the last game.

After being put into bat, Rajasthan should have lost the wicket off the first ball from seamer Shivam Mavi but Nitish Rana couldn’t hold on to a sharp chance of Rahul Tripathi (27) in the slip.

Tripathi pounced on the chance and smashed fast bowler Prasidh Krishna for a six and three successive boundaries in the next over.

Rajasthan’s man in form Jos Buttler (38), who had scored five successive half centuries, then blazed Mavi for 28 runs with two sixes and four boundaries in the third over.

And when Sunil Narine went for 10 runs, Rajasthan had a rollicking start of 59 runs in four overs.

Andre Russell (2-13) stemmed the flow of runs when Tripathi gloved a catch to Karthik off a short pitched delivery.

Yadav then got two crucial wickets as skipper Ajinkya Rahane and Buttler both went while going for reverse sweep shots.

Narine successfully won a television lbw referral against Sanju Samson (11) before Yadav had Ben Stokes caught off his own bowling in his last over as Rajasthan slipped to 107-7 in the 14th over.

Jaydev Unadkat hit 26 off 18 balls and lifted the total before he was the last man to be dismissed, clean bowled by Krishna (2-35) off a slower delivery.

Narine gave Kolkata a brisk start when he smashed off-spinner Krishnappa Gowtham for two sixes and two fours off the first four deliveries.

Ben Stokes (3-15) chipped in with three wickets that included the scalp of Lynn in his return spell.

But Karthik ensured Kolkata strolled to victory with Russell smashing three fours and a winning six over long-on off Jofra Archer.

“It was important to pick wickets (but) unfortunately we got only 142 on the board,” Rahane said. “We still have a chance to make the playoffs. Last game is in Jaipur and we know that ground well.”

DUBLIN: Ireland’s bid for an unlikely victory in its inaugural test came up short as debutant Imam-ul-Haq steered Pakistan out of trouble and to a five-wicket win on the final day on Tuesday.

Chasing 160 to win, Pakistan slumped to 14-3 and looked in real danger of becoming just the fourth team to lose a test after enforcing the follow-on.

Imam showed his maturity and class to guide the tourists away from potential embarrassment, scoring the winning runs to finish on 74 not out as Pakistan reached 160-5 just before tea. It justified his call-up by Pakistan’s chief selector, his uncle and former test captain Inzamam-ul-Haq.

Imam shared a vital 126-run stand with Babar Azam (59) for the fourth wicket.

The Irish can be proud of taking Pakistan all the way in their first match in cricket’s longest format after being awarded test status last June, especially having been bundled out for 130 in their first innings in the grounds of Malahide Castle, just north of Dublin.

Resuming on Tuesday on 319-7 in their second innings after being asked to follow on, they added only 20 runs to their total but still left a challenging target for a Pakistan team that has a recent history of stumbling in small run chases.

And when Pakistan lost three wickets — two to paceman Tim Murtagh — in the opening 27 balls of the reply, Ireland had a strong chance of becoming the first team to win its maiden test — after Australia against England in 1877 in cricket’s first test.

Imam held his nerve, hitting eight fours in a 121-ball knock, and kissed the ground after helping Pakistan reach the victory target.

Babar, who was dropped on 9, was run out 20 runs short of the target.

“If we’d had a slightly better morning session, we could have pushed Pakistan even harder,” said Ireland batsman Kevin O’Brien, who resumed Tuesday on 118 only to be dismissed off the first ball he faced.

“So it’s disappointing from a team point of view not to get an extra 40 or 50 runs.”

Earlier, Mohammad Abbas, benefiting from plenty of swing movement in overcast conditions, took the final three wickets of Ireland’s second innings including O’Brien, who slashed at a wide one and edged to first slip.

Abbas also took the wickets of Boyd Rankin (6) and Tyrone Kane (14), who were both bowled, to finish with figures of 5-66. He had nine wickets for the match.

Pakistan now heads to England for a two-test series, starting next week at Lord’s.

“We needed this kind of performance before playing England,” Pakistan captain Sarfraz Ahmed said.

Ireland doesn’t play another test this summer as it eases into life in the longer format. India visits for two Twenty20s next month.

Only three teams have won a test after following on — England in 1894 and 1981, and India in 2001. Australia was the opponent on each occasion.
