Lending institutions for SMEs on cards

To cater to the credit demand of small and medium enterprises (SMEs), the government is preparing to announce separate lending institutions through the next fiscal budget.

Even as Nepal Rastra Bank (NRB) has barred licensing new financial institutions, Ministry of Finance (MoF) is going to announce a provision of separate lending institutions for SMEs.

Reportedly, Finance Minister Yubaraj Khatiwada has envisioned upgrading a few microfinance institutions (MFIs) to SME lending institutions, as the number of microcredit institutions has grown exponentially in the country.

Earlier, the government had announced the formation of a separate lending institution for infrastructure financing and the process to establish this institution is under way after fulfilling the regulatory processes of NRB.

Dedicated institutions to provide credit to SMEs can play an effective role in creating opportunities for SMEs to flourish and expand their businesses.

“Till date, the country had viewed microcredit institutions as an intermediary to provide access to finance to the poor,” a high-level source of the MoF privy to the development said. “However, there is a need for institutions that provide loans to SMEs to scale up their businesses for the benefit of the MFIs.”

Microfinance institutions can lend up to Rs one million to a single borrower.

“The finance minister believes that the upper limit of borrowing facility from the MFIs is insufficient for SMEs wanting to scale up their businesses,” said the MoF source.

Minister Khatiwada has often mentioned that most of the loans provided by banks are floated to only a handful of businesspeople and a large number of potential entrepreneurs are excluded from the lending facility.

However, operators of MFIs have criticised the idea of opening up licence for SME lending institutions. Finance Minister Khatiwada has been advised to look into the past of Agricultural Development Bank (ADBL) and NIDC, which were specialised financial institutions, before opening up licence for SME lending institutions.

“There is no doubt that the SME sector should be promoted to generate employment and for the stable growth of the economy. However, just increasing the number of financial institutions is neither logical nor the right solution,” said Janardan Dev Pant, CEO of Nirdhan Utthan Bank.

“It will be better if the government assigns the responsibility of SME lending to ADBL and Nepal Bank by changing the articles of association of these two government banks,” added Pant.

Pant further said that converting ADBL and Nepal Bank into SME lending banks will provide the needed momentum from the onset instead of opening up licence to new players, which could take years to meet the objective.

Analysts have mentioned that Khatiwada might be eyeing political mileage through SME lending institutions to gain the confidence of a large section of enterprises in the country. According to them, this is why he will likely either provide facility of upgradation or merger of MFIs to form SME lending institutions or open up licence for new players.

Meanwhile, Ram Sharan Kharel, advisor to the finance minister, informed that discussions are under way regarding the modality of the proposed lending institutions.

KMC to sign MoU on monorail with IBN today

Kathmandu Monorail Company (KMC) and Investment Board Nepal (IBN) are scheduled to sign the memorandum of understanding (MoU) of detailed project report (DPR) of Kathmandu Monorail Project on Wednesday.

The MoU signing had been delayed because the signatories were at odds regarding some of the provisions included in the draft agreement, one of which stated that KMC should deposit Rs 100 million as performance guarantee before carrying out DPR of the project.

While KMC had said it will deposit performance guarantee after signing the agreement, IBN had demanded that the money be deposited before MoU was signed.

“Like with the other contentious issues, we will resolve this disagreement and sign the MoU tomorrow itself,” said DN Thapa, chairman of KMC.

IBN Spokesperson Uttam Bhakta Wagle also confirmed that the MoU signing has been slated for Wednesday afternoon.

As per Thapa, DPR will be completed in a year. “It will take another six months to prepare the necessary paperwork, following which, we plan to initiate the construction of the monorail project. This means that if everything works out as planned, the construction will begin in the next 18 months.”

Issuing a media release today evening, Thapa further said, “What we can tell you now is that the development of the monorail will be undertaken in a holistic manner. Should the government of Nepal approve our proposal, we will progressively contribute to the transformation of Nepal, creating various opportunities and value-added lifestyle.”

In December 2016, KMC had inked a joint venture agreement with Powertek Sdn Bhd of Malaysia to construct a monorail along Kathmandu Valley’s Ring Road. KMC will have 70 per cent stake, while the Malaysian company will have the remaining stake in the project, which will span over 28.55 kilometres. The monorail will be developed utilising 90 per cent of foreign investment. Powertek will make consortium investment along with Savan Development Co of Laos and The Angel CoFund UK.

KMC has planned to construct Kathmandu Monorail Project under build, own, operate, transfer (BOOT) model.

The feasibility study of the project has shown that construction of the monorail will cost almost Rs two to three billion per kilometre. The project, which envisions constructing the monorail at a height of above 14 feet from the ground level, will be able to transport up to 150,000 passengers on a single day, Thapa informed.

“Construction of a monorail in Kathmandu is urgently required to manage the traffic congestion. As monorail will run on electricity, this means of transportation is pollution-free as well,” mentioned Thapa, adding that the concerned government authorities should facilitate in executing this project effectively.

According to the MoU that is to be signed tomorrow, the project is to be handed over to the government 35 years after commercial operations commence. Also, international investors will be provided their principal and interest on investment within 12 years of commercial operation of the project.

Study highlights need for clarity in regulatory provisions

Lack of clarity between the federal and provincial governments in terms of regulating the banks and financial institutions, labour market, industries, corporate and corporations could adversely affect private sector growth in the future.

A study carried out by an independent research organisation – Samriddhi Foundation – has said that clarity in regulatory provisions and jurisdiction among federal, provincial and local governments is a must to leverage the benefits from federalism.

Along with the aforementioned three areas, jurisdiction of the federal and sub-national governments must be identified for promotion and facilitation of agriculture and tourism sectors. These five key areas, which are considered as the drivers of growth, should be given priority for the larger benefit of the country.

There is no clear differentiation between federal and state governments’ scope of powers in the operational policy of banks and financial institutions, which means that the financial institutions could also be regulated through the provincial central bank, as per the study. “On the other hand, legislation governing co-operative sector and non-NRB-controlled financial institutions is still lacking.”

In the study dissemination programme organised by the Samriddhi Foundation, former finance secretary Rameshwore Khanal said that the banks and financial institutions should be regulated through the central bank and there should not be separate central banks of the provinces.

He, however, pointed out that the provinces should be given the right to certify the professionals like that being done by Nepal Bar Council, Nepal Medical Council and Institute of Chartered Accountants of Nepal (ICAN) to fulfil the requirement of qualified human resources in the provinces.

The study has highlighted the possibility of an unjust federal pavilion controlling trade unions and an inhospitable employee-employer relation due to political inference if the regulatory rights are not delegated to provinces. It has also highlighted the need for localised skill development policies to improve the human resources capacity of the country.

Likewise, equal treatment must be ensured for public and private enterprises through same laws to prevent anti-competitive practices. The report has underscored the need to amend earlier business laws and reflect responsibilities of all orders of government, thereby reducing federal dominance.

Similarly, it has stressed on the need for clear roles and exact scope of responsibilities amongst the three layers of the government to end the inter-jurisdictional conflict in promotion and facilitation of agriculture and tourism sectors.

The report has also underscored the need of de-concentration of federal agencies or creation of agencies at sub-national levels to help facilitate economic activity in the sector. “An umbrella act addressing the issues of inter-state tourism, especially in the case of trekking and mountaineering, which have spillover effects, is currently non-existent in the country.”

Selection for OJT in Israel begins

Selection of students for sixth phase of ‘on-the-job training’ (OJT) in Israel began today. The students will be sent to agriculture training institutes of Israel to learn about agriculture technology, practices and enhance their skills.

A total of 500 students will be sent to five agriculture training institutes of Israel from August for 10 months.

Israel has been offering OJT to Nepali students since 2011 and a total of 2,100 students have benefited under this scheme. Of them, 1,600 have returned to the country and embraced entrepreneurship in the agriculture sector.

Sana Kisan Bank and its partner cooperatives recommend the names of the students interested to study agriculture and the recommended students are selected through a lottery system by the Israeli embassy in Kathmandu. Students are provided basic orientation after they are selected just before they leave for Israel.

Mancini to talk to Mario Balotelli about Italy return

ROME: Italy coach Roberto Mancini plans to talk to long-excluded striker Mario Balotelli about a possible return to the national team as he attempts to rebuild a squad that failed to qualify for the World Cup for the first time in six decades.

Balotelli has not played for Italy since the 2014 World Cup, but he featured under Mancini at both Inter Milan and Manchester City.

“Mario is an Italian player. We’ll definitely consider him and we’ll probably call him,” Mancini said at his presentation on Tuesday. “He’s one of those players who we want to see back in the form he showed at the (2012) European Championship with (former Italy coach Cesare) Prandelli.”

At Euro 2012, Balotelli’s goals helped Italy reach the final. He scored 13 goals in 33 appearances for the Azzurri and at 27 is coming off a strong season in France with Nice.

Mancini signed a two-year contract with an option to stay on through the 2022 World Cup in Qatar. He will reportedly earn 2 million euros ($2.4 million) per season, accepting a massive pay cut compared to what he earned at Zenit St. Petersburg, his most recent job.

Mancini left Zenit on Monday by mutual consent.

“He gave up significant financial opportunities to do so,” Italian soccer federation extraordinary commissioner Roberto Fabbricini said. “This is testimony to his complete determination and desire to take on this job.”

Mancini has his sights set on the 2020 European Championship.

“We haven’t won the Euros in many years (Italy’s only title came in 1968) and that, apart from the Nations League, will be the principal goal,” Mancini said.

Mancini is replacing Gian Piero Ventura, who was fired in November after four-time champion Italy lost a World Cup playoff to Sweden.

“I think that it’s the right moment for me. It’s a difficult time and there’s a lot to do,” Mancini said at the national team’s training center in Florence. “I want to bring Italy back to where it belongs — on top of the world and Europe.”

With calls to bring in younger players to the national team, Mancini supports a youth movement.

“It’s important that the players who reach the national team do it with heart, because every young player dreams of reaching this squad,” Mancini said. “There will be space for everyone who plays well but we’ve got to also build for the upcoming years, so age will count.

“But if the ‘veterans’ like (Daniele) De Rossi are still the best when we have to play big matches then they will be called up.”

Mancini, a former Italy player, has coached Fiorentina, Lazio, Inter, City and Galatasaray to titles. However, his Zenit team finished the Russian league in a disappointing fifth place.

Mancini will make his debut in a friendly against Saudi Arabia in Switzerland on May 28, ahead of more friendlies against France and the Netherlands. His first official match will come in the new Nations League in September.

Kaski Coordination Committee of Nepal Sports Journalists Forum today unveiled the nominees of third TVS Apache Pokhara Sports Award slated for June 1.

NSJF Kaski announced the nominees of the Player of the Year male, female, coach and emerging player categories during a press meet here today. Weightlifter Kamal Bahadur Adhikari, cricketer Karan KC and archer Tilak Pun Magar were nominated in male category. The winner of this category will get a TVS Apache motorbike and trophy.

Karate player Bimala Nepali, hockey player Kamala Pun and archer Keshari Ale were nominated in women’s category and the winner will get TVS Wego scooter and trophy.

Athlete Bibek Adhikari, kabaddi player Buddhi Maya Magar and cricketer Meg Bahadur Sen made it to the nomination in emerging player category. Weightlifting’s Jeevan Ghimire, cricket’s Raju Praju and karate’s Shiva Bahadur Gurung were nominated in coach category. The winners of the emerging player and coach categories will receive Rs 15,000 and trophy each.

NSJF Kaski President Keshav Pathak informed that winners of the four categories will get Samsung mobile phone each from Worldwide Connection of Chipledhunga. The organisers will also honour Kaski District Badminton Association with the best sports association award with Rs 10,000 and a journalist working for tourism sports with Rs 15,000.

NSJF Kaski will felicitate Birendra Singh Gurung with the Lifetime Achievement Award for his contribution in the development in sports infrastructure. Prithvi Narayan Campus chief Professor Gurung introduced hockey in Pokhara. He also played crucial role in the preparing lawn tennis and cricket infrastructure in Pokhara.

The organisers will also fete singer Binod Baniya in honour of his contribution in the development of sport through sports related song.

Sports fraternity pays tribute to Mani B Shah

The sports fraternity today paid tribute to legendary football player Mani Bikram Shah, who passed away yesterday at the age of 51.

Shah, popularly known as Nepali Maradona in football fraternity, breathed his last on Monday evening at the Norvic International Hospital. Shah, who had been suffering from liver problems for a long time, was admitted to the hospital on Saturday. Shah’s body was kept at the Dasharath Stadium where political leaders and sports personalities paid last tribute before he was cremated at Pashupati Aryaghat. He is survived by wife and a son.

Nepali Congress President Sher Bahadur Deuba and leaders Prakash Man Singh and Gagan Thapa, CPN UML senior leader Madhav Kumar Nepal, Minister for Youth and Sports Jagat Bahadur Sunar, CNN Hero Anuradha Koirala, National Sports Council Member Secretary Keshab Kumar Bista, Nepal Olympic Committee General Secretary Lama Tendi Sherpa, All Nepal Football Association President Karma Tsering Sherpa and other officials, former ANFA President Ganesh Thapa, football players and athletes among other sports personalities paid homage to Shah.

Shah had made his national team debut at the age of 17 during the second South Asian Federation Games in 1985. He ruled Nepali football for 13 years before retiring in 1998. Legendary Shah was of the key member of the national team that won gold medal in the sixth SAF Games in Bangladesh in 1993. The star midfielder of his time, Shah scored six international goals and earned 48 caps from the national jersey.

ANFA Honorary President Tashi Ghale said Shah would remain immortal in Nepali sports. “He spent his entire life for Nepali football and played crucial role in 1993 SAF Games,” said Ghale, who lauded Shah’s contribution in guiding Manang Marshyangdi Club to A Division from D Division. Ghale, who was coach of Shah, said Shah was talented footballer from childhood. “The Nepali team had participated in the Princess Cup U-13 Tournament in Thailand. The Thai Royal family was so impressed with his game against Japan that they invited the Nepali team for dinner.”

Similarly, Birat Jung Shahi, who played along with Shah for MMC and national team, said the demise of Shah was unbelievable. “I am not been able to convince me that he is no more with us,” said Shahi. “Shah was one of the best footballers. It was a confirm goal if he got the ball inside the box or took a free kick outside the penalty area,” added Shahi, who joined MMC along with Shah after Thamel-XI got suspended.

Similarly, former national team skipper Anil Gurung said Shah was the idol for him. “Mani sir was the best footballer and he is my idol. I followed him since my childhood and I was impressed with his style of play. He used to teach me in every game I played at the Dasharath Stadium. I was shocked when I heard that he was no more,” said Gurung, the former MMC skipper.

Legendary footballer Bhim Thapa said Shah was a star player in South Asia, not only Nepal. “Shah had inborn talent and coaches just showed him the way. I have watched him play closely and he Shah was South Asian super star,” said Thapa.

Likewise, Shah’s room partner in international events, goalkeeper Ajar Manandhar was emotional and could not stop tears from his eyes. “We played together at national team, age-group and MMC and we used to stay in the same room. For me, losing Mani Shah is like losing one of my body parts,” he added.

Former national team skipper Hari Khadka described Shah as an extraordinary player. “Nepal did not have a player of that caliber before him and I doubt there will be any in future,” said Khadka.

HCC win title

HETAUDA: Hetauda Cricket Club defeated Hetauda Cricket Academy by 13 runs in the final of the Hetauda Cup T20 Cricket Tournament on Tuesday.

Batting first, HCC scored 113 runs but HCA managed only 100 runs. Winners and runners-up got Rs 35,000 and Rs 25,000 respectively.

HCC’s Hasim Ansari was named the player of the tournament and he got Rs 8,000.

Similarly, Makawanpur Cricket Academy’s Abhishek Jha and HCA’s Sansh Sheikh were named the best bowler and batsman respectively.

They earned Rs 5,000 each.
