To minimise the hassles being faced by migrant workers and to provide them efficient and effective services, the government will open new provincial offices of Department of Foreign Employment (DoFE) in all the province headquarters.
Minister for Labour, Employment and Social Security Gokarna Bista has said that the government will open provincial labour offices in all the seven provinces by October.
Speaking at a programme to launch the integrated software of Foreign Employment Information Management System (FEIMS) here today, Minister Bista said that the government will transfer the authority to handle some major tasks related to migrant workers to the provincial labour offices.
“We will be transferring the authority like workers’ pre-work approval, final work approval, providing stickers, orientation, some provisions of monitoring, life insurance, legal help and collecting deposits for the migrant workers’ welfare fund to the provincial offices,” Bista added.
According to Dilip Kumar Chapagain, director general at DoFE, the department has already submitted the draft of planned work schedule to extend the department’s services to the provinces to the Ministry of Labour, Employment and Social Security (MoLESS).
“At present, services being provided by DoFE are mainly Kathmandu-centric and migrant workers are required to come to Kathmandu even for minor works,” he informed.
Meanwhile, the government has partially started to implement FEIMS from today and has said the system will be fully operational from October 1. Citing mismanagement of services being provided to foreign migrant workers, the government has started integrating all systems related to statistics and every data related to migrant workers.
As per MoLESS, FEIMS will have software, which can be accessed by all concerned with foreign employment services, including MoLESS, manpower companies, and line offices under MoLESS, orientation centres, Department of Passport, Department of Immigration, Department of Consular Services, various government agencies, diplomatic missions and Nepali embassies abroad.
However, access to system will be limited as per requirement of the concerned entity.
The ministry has mentioned the system will include information related to the visa approval process and details of manpower agencies. Moreover, it will also include information regarding salaries to be given to the migrant workers, and details of employers and migrants, as per MoLESS.
Other information that will be included will be related to labour contract of the manpower companies, medical reports, air tickets, name of the airlines and its schedule and return date. The system will also have reports on the knowledge and skills acquired by returnee migrant workers.
