Resolve ‘non-explosive’ certificate issue: LPG bottlers to government

Kathmandu, August 30

Nepali liquefied petroleum gas (LPG) bottlers have urged the government to resolve the long-pending issue regarding issuance of ‘non-explosive’ certificates to Nepali gas bullets through a bilateral dialogue between Nepal and India amid the ongoing visit of Indian Prime Minister Narendra Modi.

Modi is currently in Nepal for a three-day visit to participate in the fourth Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC), which kicked off in the Capital from today.

“Unresolved issue regarding issuance of ‘non-explosive’ certificates to Nepali LPG bullets manufactured in India has prohibited Nepali gas bullets to start trading of cooking gas. As the matter is yet to be resolved despite many attempts made by Nepali gas bottlers and Nepal Oil Corporation (NOC), the government should urge the Indian prime minister to facilitate the issue,” opined Shiva Ghimire, former president of Nepal LP Gas Industry Association.

Moreover, a delegation of LPG bottlers had submitted a memorandum to the government a few days ago seeking assurance that Nepali LPG bullets will get permission to start gas trading as soon as possible.

The ‘non-explosive’ certificate is a mandatory document for bottlers to collect cooking gas from Indian gas refineries.

However, it has been almost two years since the Indian authorities have refused to issue such certificates to Nepali gas bullets, thereby deferring the country’s plan to substitute Indian gas-carrying bullets.

Gas bottlers have claimed that hundreds of Nepali LPG bullets have been manufactured in India but are unable to enter into the fuel-ferrying business following refusal of the Indian authorities to issue the non-explosive certificate.

Owing to the delay in resolving the issue, bottlers said that their investment worth billions of rupees in manufacturing LPG bullets is at risk.

“If the government is serious about employing local LPG bullets for ferrying cooking gas, it should resolve the existing hurdles during the visit of Indian Prime Minister Modi,” Ghimire added.
